HIRING OF CHARTERED ACCOUNTANT FIRMS FOR CONCURRENT AUDIT OF GRAM PANCHAYAT
AND SANITATION COMMITEES (GPWSCS).
1. The Govt. Of India has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Punjab Rural Water & Sanitation Sector Improvement Project for financing in the amount of US$ 248 million [April 2015- to March 2021] and it intends to apply part of the proceeds of this loan for payments to Chartered Accountant Firms to be hired for conducting concurrent audit of GPWSCs.
2. The Request for Expression of Interest follows the general procurement notice for this project that appeared in United Nation Development Business (UNDB) on 2nd October, 2014.
3. The scope of this assignment is to conduct approximately 7620 Audits GPWSCs by Three Zonal Consultant Firms in three years and no Firm would be allowed to work in more than one Zone. The work would also include certification of expenditure statement audit of expenditure. Community contribution, procurement, social audit/transparency. Zone wise detail in given as under:
i) South Zone: Patiala, Ludhiana and Sangrur Circles having 15 WSS Divisions and approximately 2078 Audits are to be conduct..
ii) North Zone: Jallandhar, Gurdaspur, Hoshiarpur and Amritsar Circles having 21 WSS Divisions and approximately 2909 Audits are to be conducted.
iii) Central Zone: Chandigarh, Ferozpur, Faridkot and Bathinda Circles having 19 WSS Divisions and approximately 2633 Audits are to be conducted.
4. Eligible consultants are invited to indicate their interest in providing the services in any of the above Zones indicating that they are qualified to perform the services (brochures, description of similar assignments. relevant experience in similar conditions, availability of appropriate skills among staff, etc.).
5. The short listing criteria for the assignment is as under: The Consulting Firm must have:-
(i) Registration under Service Tax and PAN.
(ii) Minimum 10 years experience in Audit.
(iii) Consulting Firm should have sufficient Man power to be able to visit GPWSCs within 7 days of request and submit audit report within 15 days.
(iv) Consulting Firm should have relevant experience of similar assignments in similar conditions.
(v) Annual Turnover of the Firm should be approximately Rs. 30.00 Lacs.
6. The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection procedures as set in paragraph 1.9 of the World Bank’s Guidlines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition revised July 2014 ] (“Consultant Guidlines”). Setting forth the World Bank’s policy on conflict of interest. Agency may associate to enhance their qualifications. [The Association may take the form of a joint venture (with joint and several liability) or of a sub-consultancy.
