EXPRESSION OF
INTEREST NOTICE NO.3 FOR 2015-16

Interest Notice for appointment of Experienced & Registered Chartered
Accountant firms for below mentioned works for Godavari Marathwada Irrigation
Development Corporation Aurangabad.

1) Scope of work 

The C.A. who is qualified for the work mentioned in EOI
Notice No. for 2015-16 of this office will not be considered for the above
work.

 1) The offers are being invited in accordance with item rate
only. The CA firm should be registered with CAG forfeited to the corporation.

 2) The offers are to be uploaded in two separate folders.

 3) The offer shall remain valid for a period of (90) days
from the scheduled date of opening bid. The offer will be uploaded on siteup to
19/12/2015 @ 14.00 hours on the date shown in scheduled and bid will be opened
on dated 21/12/2015 @ 15.00 hours if possible, in the presence of the renderer
or his representative, who wish to be present.

 4) The competent authority in Godavari Marathwada irrigation
Development Corporation Aurangabad reserves the right to reject any or all
bids, without assigning any reason thereof.

 5) For any further information about the tender document

 6) The bid shall be submitted online on or before dated
19/12/2015 @ 14.00 hours the same shall be opened on dated 21/12/2015 @ 15.00

 2)  Eligibility,
qualification & experience criteria for C.A. Firms.

a) A chartered Accountants firm having experience of 10
years or more in the area of auditing of organizations of repute;

b) The firm must be on empanelment with CAG of India for
conducting audit for Govt./ PSU/autonomous bodies allotted by CAG for minimum
of 2 years;

c) The firm should have a average annual turnover of Rs.3 to
5 Lakh for the last 5 years;

d) The firm shall have a minimum of 4 to 5 working CA
partners and working staff strength of minimum 10 qualified persons.

e) Specific experience of Internal Audit/Statutory Audit in
Irrigation Corporation if any.

f) Specific experience of Internal Audit in SAP Environment
in SAP, if any The interested Audit Firms may send their application along with
documentary evidence in support of their above referred details.

g) The Firms are required to follow standard accounting
procedure of Corporation & shall have State of the art setup and shall make
use of latest accounting software’s as per discussion with CAFO for GMIDC,
Aurangabad

h) Cost of the work in hand for the works in progress.

i) Minimum bid capacity of Rs. 3.00 Lakhas. Bid capacity =
(A*N*2) -B ( Where A= maximum annual turnover in last 5 years, N= NO. of years
prescribed for completion of the work, B = Cost of work in hand.

3) The detailed Description of work & other conditions
can be seen on Government Web side www.mahatenders.gov.in 

4) The complete EOI covering (1) Technical bid (2) Financial
bid stated must be submitted in online should be signed electronically with a
Digital Certificate to establish the identity of the bidder bidding online. The
contractor has to obtain the Digital Certificate. The bid shall be submitted
online on or before dated 19/12/2015 up to 14.00 hrs. The same shall be opened
on dated 21/12/2015 @ 15.00 hours if possible in presence of intending firms.

5) The C.A. firm fulfilling the above criteria is invited to
submit their expression of interest separately for each work & provide
fully detailed information on eligibility, Qualification & Experience in
said works.

6) The selection of the C.A. firms for each work shall be
made by Committee of GMIDC, Aurangabad on the basis of the highest standard of
quality and cost comprising the qualification, experience & works executed
by adopting latest accounting process / procedure.

Basic of short listing for C.A. firms

1) The committee comprising of following members shall
evaluate the received bids/expression of interest.

1) Chief Accounts & Financial Officer GMIDC, Aurangabad :
Chairman

2) Superintending Engineer GMIDC, Aurangabad : Member

3) Superintending Engineer J.P. Circle Aurangabad : Member

4) Executive Engineer GMIDC, Aurangabad : Member

5) Executive Engineer MCD-10, Parbhani : Member/Secretary

2) The committee shall evaluate the received expression of
interest bids on Quality, cost basis considering following points.

 Evaluation criteria
For C.A. Firms

 The evaluated firms shall be required to obtain at least 40
marks as minimum Qualifying criteria.

 3) The committee shall empanel (3) Audit Firms after
evaluation. One Audit Firms will be considered for Audit assignments on
immediate basis. The remaining (2) Firm will be kept in the empanelled list for
opportunity by rotation. The Audit team shall consist of one Qualified
Assistant (CA/CWA) and three Semi Qualified Assistants (Intermediate CA/CWA).

4) The decision of the evaluation committee shall be final
and binding.

5) Powers of Relaxation of Qualifying criteria are rested
with the chairman of the Committee.
