\n Ref No. 28781\/C1\/2015\/HEdn, <\/p>\n Higher Education (c) Department <\/p>\n  Project: Additional Skill Acquisition Programme<\/p>\n Name of the Assignment: Chartered Accountant services for \n ASAP<\/p>\n Place: Thiruvananthapuram                                      Dated: \n 26th September 2015<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n <\/span><\/div>\n Dear Sir\/ Madam,<\/span><\/div>\n  Sub: Additional Skill Acquisition Programme – Selection of \nChartered Accountant Firms- regarding.<\/p>\n  The Additional Skill Acquisition Programme (ASAP), \nDepartment of Higher Education, Government of Kerala, (hereinafter called ASAP) \ninvites proposals from Registered Chartered Accountant Firms stationed at \nThiruvananthapuram or firms having branch at Thiruvanthapurm and are in \nexistence at least for the past five years, for providing professional services \nincluding filing of all tax returns.<\/p>\n 1.1   \nMore details on the Services to be provided are \nspecified in the Terms of Reference (Section 3). <\/p>\n 1.2 National Skill Development Mission has estimated that \nthere is an increased demand for skilled manpower to sustain the industrial \ngrowth and thereby the economic growth of the nation. To develop such trained \nmanpower in the required quantity, it is essential to give training that will \nprovide assistance for skill formation to the general populace that will \nenhance their capacity to undertake gainful self-employment as well as access \nto better salaried employment in industries through identified skill sectors. \nIn the above background, Government of Kerala has developed a unique strategy \nto equip students with required skill sets along with their regular academic \nstudies in schools and colleges. The present assignment proposes to impart \nskill development training to the selected students of Additional Skill \nAcquisition Programme in the identified selected institutions across the State \nof Kerala. ASAP has the mandate to support the skill training of approximately \n30,000 candidates during 2015-16, covering all the 14 districts of Kerala.<\/p>\n 1.2.1 ASAP intends to select Registered Chartered \nAccountants – Firms stationed at Thiruvananthapuram or having branch at \nThiruvanathapuram with five years experience and good track record to undertake \nthe compilation of Accounts and uploading for all taxes \/returns. <\/p>\n 1.3 Details\/documents provided for the submission of Proposal\n<\/p>\n (a) Invitation for Bids- Section 1 <\/p>\n (b) Instructions to Bidders- Section 2 <\/p>\n (c) Terms of reference (ToR) – Section 3 <\/p>\n (d) Selection Process- Section 4 <\/p>\n (e) Bidding formats (Technical and Financial ) \u2013 Section 5 <\/p>\n 1.4 Submission of Proposals: <\/p>\n 1.4.1 The tender documents can be downloaded from the \nwebsite www.etender.keralagov.in<\/a> or from ASAP website www.asapkerala.gov.in<\/a>. <\/p>\n 1.4.2 Proposals must be direct, concise, and complete. ASAP \nwill evaluate bidder’s proposal based on its clarity and the directness of its \nresponse to the requirements of the project as outlined in this tender \ndocument. <\/p>\n 1.4.3 Bidders shall furnish the required information on \ntheir technical and financial proposals in the enclosed formats only. Any \ndeviations in format, the tender will be liable for rejection. <\/p>\n 1.4.4 Submission of both technical and financial bids shall \nbe online through https:\/\/etenders.kerala.gov.in<\/a> and in accordance to the \ninstructions given in this tender document. Technical bid should be submitted \nin the format given. The financial bid contain the financial bid details \noffering the rate per annum (payable monthly) which should be inclusive of all \ntaxes. Any additional expenditure may also be included with specific details. <\/p>\n 1.4.5 Both bids should be submitted online on or before 5:00 \nPM, 26th October 2015. <\/p>\n 1.5 Opening of Proposal: Technical proposals will be opened \nonline, by Additional Secretary and Team Leader, Additional Skill Acquisition \nProgramme or his authorized representative or by a committee constituted for \nthis purpose, on 29th October, 2015, 5.00pm.
