\nexercise of the powers conferred by section 15 of the Government Savings Banks
\nAct, <\/strong>1873 (5 of 1873) , the Central Government hereby makes the
\nfollowing rules, namely:-<\/p>\n
\n<\/strong>Short title and commencement <\/strong>.- (1) These rules may be called the Sukanya
\nSamriddhi Account Rules,2014. <\/strong><\/p>\n
\nThey shall come into force on the date
\nof their publications in the Official Gazette. <\/p>\n
\n<\/strong>Definitions <\/strong>.-
\nIn these rules, unless the context otherwise require , – <\/strong><\/p>\n
\n\u2018account\u2019 means an account opened by a
\ndepositor in accordance with the provisions of these rules; <\/p>\n
\n\u2018Act\u2019 means the Government Savings Banks
\nAct, 1873 (5 of 1873) ; <\/p>\n
\n\u2018deposit\u2019 means the money deposited by
\nthe depositor in an account under the rules; <\/p>\n
\nmeans an individual who – on behalf of a minor girl child of whom he or she is
\nthe guardian, deposits money in an account under the rules; <\/p>\n
\n\u2018post office\u2019 means any post office in
\nIndia doing savings bank work and authorised to open an account under these
\nrules; <\/p>\n
\n\u2018Bank\u2019 means any branch of a commercial
\nbank authorised by the Central Government to open an account under these rules;\n<\/p>\n
\n\u2018Year\u2019 means financial year i.e. 1st
\nApril to 31st March; <\/p>\n
\n\u2018Interest rate\u2019 means the rate as may be
\ndeclared by the Government on yearly basis to be applicable on accounts opened
\nunder these rules; <\/p>\n
\nWords and expressions used herein and
\nnot defined but defined in the Post Office Savings Bank General Rules, 1981 shall
\nhave the meanings respectively assigned to them in those rules. <\/p>\n
\nOffice Savings Bank General Rules, 1981 and the Post Office Savings Account<\/strong><\/p>\n
\nGeneral Rules, 1981 and the Post Office Savings Account Rules, 1981 may be
\napplied in relation to matters for which no provision has been made in these
\nrules.<\/p>\n
\nAccount.-<\/strong> (1) The account may be opened by the natural or legal guardian in
\nthe name of a girl child from the birth of the girl child till she attains the
\nage of ten years and any girl child, who had attained the age of ten years, one
\nyear prior to the commencement of these rules, shall also be eligible for
\nopening of the account under these rules.<\/p>\n
\nA depositor may open and operate only
\none account in the name of a girl child under these rules. <\/p>\n
\nBirth certificate of a girl child in
\nwhose name the account is opened shall be submitted by the guardian at the time
\nof opening of the account in post office or bank along with other documents
\nrelating to identity and residence proof of the depositor. <\/p>\n
\nNatural or legal guardian of a girl
\nchild shall be allowed to open the account for two girl children only: <\/p>\n
\nnatural or legal guardian of the girl child shall be allowed to open third
\naccount in the event of birth of twin girls as second birth or if the first
\nbirth itself results into three girl children, on production of a certificate
\nto this effect from the competent medical authorities where the birth of such
\ntwin or triple girl children takes place.<\/p>\n
\nmay be opened with an initial deposit of one thousand rupees and thereafter any
\namount in multiple of one hundred rupees may be deposited subject to the
\ncondition that a minimum of one thousand rupees shall be deposited in a
\nfinancial year but the total money deposited in an account on a single occasion
\nor on multiple occasions shall not exceed one lakh fifty thousand rupees in a
\nfinancial year.
\n<\/span>Deposits in an account may be made till
\ncompletion of fourteen years, from the date of opening of the
\n<\/span>An irregular account where minimum
\namount as specified in sub-rule (1) has not been deposited may be regularised
\non payment of a penalty of fifty rupees per year along with the said minimum
\nspecified subscription for the year (s) of default any time till the account
\ncompletes fourteen years.
\naccount opened under these rules may be made –
\n<\/span>in cash; or
\ndraft drawn in favour of the
\npostmaster of the concerned post office or the
\nconcerned bank where the account stands and an endorsement on the back of such
\ninstrument shall be made and signed by the depositor indicating name of the
\naccount holder and account number in which the deposit is to be credited.
\ndeposit is made by cheque or demand draft, the date of encashment of the cheque
\nor demand draft shall be the date of credit to the account.
\n.- <\/strong>(1) Interest at the rate, to be notified by the
\nGovernment, compounded yearly shall
\naccount till the account completes fourteen years.
\n<\/span>In case of account holder opting for
\nmonthly interest, the same shall be calculated on the balance in the account on
\ncompleted thousands, in the balance which shall be paid to the account holder
\nand the remaining amount in fraction of thousand will continue to earn interest
\nat the prevailing rate.
\n<\/span><\/strong>Operation of account .- <\/strong>(1)
\nThe account shall be opened and operated by the natural or legal guardian of a
\n<\/strong>girl child till the girl child in whose name the account has been opened,
\nattains the age of ten years.
\n<\/span>On attaining age of ten years, the
\naccount holder that is the girl child may herself operate the account, however,
\ndeposit in the account may be made by the guardian or any other person or
\nauthority.
\n<\/span><\/strong>Premature closure of account .- <\/strong>(1)
\nIn the event of death of the account holder, the account shall be closed <\/strong>immediately
\non production of death certificate issued by the competent authority, and the
\nbalance at the credit of the account shall be paid along with interest till the
\nmonth preceding the month of premature closure of the account , to the guardian
\nof the account holder.
\n<\/span>Where the Central Government is
\nsatisfied that operation or continuation of the account is causing undue
\nhardship to the account holder, it may, by order, for reasons to be recorded in
\nwriting, allow pre-mature closure of the account only in cases of extreme
\ncompassionate grounds such as medical support in life-threatening diseases,
\ndeath, etc.
\nOn opening an account, the depositor shall be given a pass book bearing the
\ndate of birth <\/strong>of the girl child, date of opening of account, account
\nnumber, name and address of the account holder and the amount deposited.<\/span>
\nthe post office or bank, as the case may be, at the time of depositing money in
\nthe account and receiving payment of interest and also at the time of final
\nclosure of the account on maturity.
\nof account .- <\/strong>The account may be transferred anywhere
\nin India if the girl child in whose name the <\/strong>account stands shifts to a
\nplace other than the city or locality where the account stands. <\/strong><\/p>\n
\n<\/strong>Withdrawal .- <\/strong>(1)
\nTo meet the financial requirements of the account holder for the purpose of
\nhigher <\/strong>education and marriage, withdrawal up to fifty per cent. of the
\nbalance at the credit, at the end of preceding financial year shall be allowed.
\n<\/strong><\/p>\n
\nThe withdrawal referred to in sub-rule (1) shall be allowed only when the
\naccount holder girl child attains the age of eighteen years.<\/p>\n
\nClosure on maturity .- <\/strong>(1) The account shall mature on
\ncompletion of twenty-one years from the date of <\/strong>opening of the account :<\/p>\n
\nholder takes place before completion of such period of twenty-one years, the
\noperation of the account shall not be permitted beyond the date of her marriage
\n:<\/p>\n
\nfurther that where the account is closed under the first proviso, the account
\nholder shall have to give an affidavit to the effect that she is not less than
\neighteen years of age as on the date of closing of account.<\/p>\n
\noutstanding in the account shall be payable to the account holder on production
\nof withdrawal slip along with the pass book.<\/p>\n
\nthe provisions of sub-rule (1), interest as per the provisions of rule 7 shall
\nbe payable on the balance in the account till final closure of the account.<\/p>\n
\nthe Central Government is satisfied that the operation of any provision of
\nthese rules <\/strong>causes undue hardship to the account holder or account
\nholders, it may, by order and for reasons to be recorded in writing, relax the
\nrequirements of that provision in a manner not inconsistent with the provisions
\nof the Act.<\/p>\n
