E-tenders are invited from the experienced contractors/firms
for “Appointment of Chartered Accountant firm/Cost Accountant firms for
Internal Audit assignment of PTCUL for the FY 2015-16” against tender
specification no. PTCUL/E-Tender/C&P/RFP-11/2015-16.

The Tender document can be downloaded from the website
www.tenderwizard.com/PTCUL after submitting the Tender Fee and Tender can be
submitted on or before due date. The requisite cost of tender documents/tender
fee (Non refundable) shall have to be paid by crossed demand draft in favour of
MD, PTCUL, Payable at Dehradun. The Cash, cheque or postal orders shall not be
accepted.

PART A

1 The entire Works under the Contract shall have to be
completed in all respects as per completion schedule given in the tender
document from the date of issue of Letter of Award.

2 The prospective bidders are advised to obtain their user
ID, Password, Company ID from website www.tenderwizard.com/PTCUL by clicking on
hyper link “Vendor Registration”.

3 The tender document will be issued to the bidders only
through E-tender after paying the NON REFUNDABLE fee as mentioned above in the
shape of DEMAND DRAFT of any scheduled bank payable at Dehradun in favour of
“MD, PTCUL, Dehradun” which must reach Superintending Engineer
(C&P-II), PTCUL, Vidyut Bhawan, Near ISBT crossing, Majra, Saharanpur road,
Dehradun.

 This office is not
responsible if the tender fee is delayed in transit or is not made available by
the Postal Department / Courier at the address prescribed above.

4 The bidders shall scan EMD to be given as DD in favour of
MD, Power Transmission Corporation of Uttarakhand Ltd., Dehradun on any
Scheduled Bank in Dehradun or by Bank Guarantee from any Nationalized Bank in
the format provided in the tender document. The tender document shall be issued
only after receipt of valid tender fee. The scanned EMD as mentioned must be
uploaded in .gif or .jpg format in addition to sending the original as stated
above.

It is mandatory for bidders to submit their original hard
copy of the EMD and schedule “C” of tender document to SE(C&P-II)
office within the tender closing date and time.

5 E-Tenders will be received and opened on the date as
mentioned above. In case the above date is holiday, the tenders will be
received & opened on the next working day.

6 As per guidelines/circular dated 31.08.2011 and dated
18.04.2010 by Directorate STQC, IT Department, New Delhi and CVC, Govt. of
India, the use of class-3 Digital Signature, procured from any certifying
authority, is made mandatory for the firms to login on the website
www.tenderwizard.com/PTCUL of Power Transmission Corporation of Uttarakhand

Qualifying Criteria for the Bidder

Constitution of the Firm

Constitution should be that of a firm.

Existence of the Firm

Firm must be in existence since last 5 years in the
profession. Certificate of Incorporation to be submitted by the Firm.

3

Experience of the Individual Partners

Firm must have at least 7 full time Chartered
Accountants/Cost Accountant as partners. Firm must have at least 4 full times
FCA/FCMA in capacity of partners.

CAG Empanelment

In case of CA firm, the firm must be empanelled with CAG.

5

Average Annual Turnover

The average annual turnover of the firm during last three
years must be at least Rs. 40 Lacs. The firm shall submit its Audited Annual
Accounts of last five years.

6

Copy of PAN & Service Tax Registration

The Firm is required to submit the copy of PAN &
Service Tax certificate.

7

Experience of similar type of work

The firm must have conducted internal audit of at least 2
power sector undertakings in the last five financial years ending on 31.03.2015.
The completion certificate from the utility is required to be submitted by
the firm in this regard.

Profiles of Firm & Partners

Detail profile of the firm and its partners, qualified and
semi-qualified staff shall also be provided.

Disciplinary Proceedings & Disqualification

Firm or any partner of the firm should not be black listed
by any power utility /any other PSU in respect of any assignment/job/behavior
[self attested affidavit on Rs. 100 stamp to be given in this regard by the
authorized partner of the firm].

Certificate by CA Firm in support of PQR & Post
allotment verification

Self attested documentary evidence in respect of the
prequalification conditions must be enclosed along with the tender by the
firm along with an undertaking that the documents submitted by firm in
support of their pre-qualifying conditions are authentic & correct. Any
submitted certificates by the Chartered Accountant firm in support of its
fulfillment of its claim with respect to PQR shall be verified at any stage/even
after allotment of work.

Affidavit for True and Correct information in the bid
document

Firm shall also provide a self attested affidavit that no
complaint is pending against them in any company/PSU at any level. The firm
shall not be entertained at any level if a complaint is pending against them.
This is subject to verification at any point of time by PTCUL.
